The Kyiv region is strengthening its transition towards a circular economy, building on its industrial base, innovation ecosystem and recovery needs following recent destruction.
Covering 28,100 km² and divided into 7 districts with 69 territorial communities, the region combines strong agricultural resources — accounting for 58.9% of land use — with key industries such as food production, rubber and plastic goods, energy, and woodworking.
The Development Strategy of the Kyiv Region for 2021–2027 identifies four priority areas of smart specialisation: innovative food products, energy-efficient solutions based on alternative sources, innovative construction and design materials, and bioactive substances and pharmaceuticals. Supporting this vision, the region hosts 16 industrial parks and two clusters, including a Circular Economy Cluster and Thermal energy cluster of Ukraine.
Concrete circular initiatives are already underway. In the textile sector, the Reinventex LLC focuses on recycling both industrial and consumer textile waste into non-woven materials used in construction, furniture, and clothing. Current capacities allow processing of around 2,500 tonnes annually, with a target of 10,000 tonnes by 2027, converting up to 95% of waste into reusable raw materials.
At the same time, circular economy principles are central to reconstruction efforts. Following extensive damage from hostilities, Kyiv region has pioneered ecological processing of demolition waste. Recovered materials are reused in road construction, building materials, and riverbank reinforcement. Around 40,000 tonnes of key components from demolition waste were recycled in 2025.
These efforts are framed by national legislation on climate policy, industrial pollution and waste management, alongside a forthcoming law on green recovery.
With innovation, regulation and reconstruction aligned, Kyiv region is positioning circular economy practices as a key driver of sustainable development and recovery.
